Guns fall silent as Lebanon ceasefire takes hold

Guns fall silent as Lebanon ceasefire takes hold

14/08/2006 10h13

BEIRUT (AFP) - The guns have fallen silent in Lebanon as a UN-brokered ceasefire between Israel and Hezbollah appeared to take hold after some of the most intense fighting of the devastating month-old conflict.

Israel had launched a wave of air strikes in the final hours before the deadline for a cessation of hostilities in a war that has killed about 1,300 people, displaced hundreds of thousands and laid waste to swathes of Lebanon.

But after the ceasefire took effect at 8 am (0500 GMT), Israel began withdrawing troops from Lebanon although it said it would maintain its air and sea blockade that has all but cut the country off from the outside world.

"There is a cessation of hostilities, but Israeli aircraft are still overflying some regions," a Lebanese security source said.

In Lebanon, exhausted refugees streamed from their shelters to stock up on provisions and inspect ruined homes while towns in northern Israel that have borne the brunt of rocket attacks remained deserted.

Israeli forces had pursued their battle to wipe out Hezbollah until the last minute, shelling areas around Tyre and Khiam in the war-battered south and unleashing air strikes on the ancient eastern city of Baalbek, killing five members of the Lebanese army and security forces and two civilians.

Warplanes also dropped leaflets over Beirut blaming Hezbollah and its Iranian and Syrian "masters" for the devastation and warning it would respond to any future attack.

"Hezbollah has brought you many achievements: destruction, displacement and death," said one leaflet.

"Can you pay this price a second time? Know that the Israeli Defence Forces will return and work with the required force against any terrorist act that will be launched from Lebanon to harm the state of Israel."

Hezbollah activists handed out their own posters in the militia's southern Beirut stronghold claiming "divine victory."

At least 38 Lebanese civilians and four soldiers had been killed Sunday as fighter jets pounded Beirut and other targets across the country after some of the most intense fighting of the 34-day conflict.

Seven Israeli soldiers were also killed in action Sunday, and an Israeli civilian was killed as the Shiite militia fired a record 250 rockets at the Jewish state.

The timing for the ceasefire was unveiled by UN chief Kofi Annan on Saturday following the adoption of a Security Council resolution calling for a cessation of hostilities and deployment of an international force in south Lebanon.

Both the Israeli and Lebanese cabinets endorsed the resolution, while Hezbollah leader Hassan Nasrallah said his fighters would abide by any ceasefire -- but would also fight on until the last Israeli soldier left Lebanon.

In a sign of potential problems ahead, a Lebanese cabinet meeting to discuss the thorny issue of Hezbollah's disarmament was postponed because the Shiite movement was standing by a refusal to give up its weapons.

"This is the moment of truth and they do not want to give up their arms," a cabinet minister told AFP.

Israel has urged the world to apply UN resolution 1701 firmly, warning that Hezbollah must be dismantled and the Lebanese army quickly deployed in the the militia's stronghold in the south.

The United States, Israel's major ally, said it viewed the truce as a "positive step" but that it would take some time for the UN resolution to be carried out fully.

The agreement to halt fighting raised hopes of an end to the deadliest cross-border conflict in a quarter century which has claimed the lives of about 1,150 people in Lebanon, most of them civilians, and 156 Israelis.

But with Hezbollah vowing to fight until the last Israeli soldier leaves Lebanon and Israel stressing that it will respond to any attack on its troops or rocket fire, it was unclear whether the cessation of hostilities would hold.

In one of the deadliest raids Sunday, at least 15 people were killed, including three children, in Israeli air strikes on Beirut's southern suburbs. Another eight people were killed near Baalbek.

In what the media called the largest ground operation since the 1973 Middle East war, Israeli forces on Sunday had swept through south Lebanon where Hezbollah is rooted, with some troops reaching the Litani River which runs as far as 30 kilometres (19 miles) from the border.

A total of 24 soldiers had been killed in combat Saturday -- the highest single-day toll since the war began on July 12 after Hezbollah captured two Israeli servicemen.

The Litani has served as a tactical boundary for Israel's operations in Lebanon since it first invaded its northern neighbour in 1978, leading to a long and bloody occupation that ended only six years ago.

Israeli Deputy Prime Minister Shimon Peres sought to put a positive spin on the war's outcome despite the failure to stem Hezbollah rocket fire.

"I think that we have finished more or less the victors both militarily and politically," he said, predicting that Hezbollah would end with "its tail between its legs."

As displaced Lebanese began heading home, a UN aid convoy was heading to the southern port city of Tyre, the first such delivery of aid for several days.

"It does not matter whether our homes are still standing or not. We have to go back and defend our land," said Leila Haidar, who had fled the south with her family.

More than 900,000 people have been displaced by the Israeli bombardments that have also destroyed thousands of homes, dozens of bridges and hundreds of kilometres (miles) of roads.

The UN resolution, unanimously adopted Friday after weeks of diplomatic wrangling, aslo calls for a withdrawal of Israeli forces as the international force is deployed and the release of the two captive Israeli soldiers.

Morocco, Indonesia, Italy, Turkey, Spain and Malaysia have already agreed to send troops to bolster the UN force, Lebanon said.

While approving the resolution, the Lebanese cabinet expressed reservations that it did not go far enough in condemning the large-scale Israeli destruction and that it failed to address the issue of the Israeli-occupied Shebaa farms.

"Lebanon will be I think the last state to sign a peace treaty with Israel," declared its UN ambassador Nouhad Mahmoud.

France, US strike deal as Lebanon endures heaviest battering

France, US strike deal as Lebanon endures heaviest battering

PARIS (AFP) -
France and the United States agreed on a draft UN Security Council resolution on a ceasefire in Lebanon as Israel hammered the country with what police described as the heaviest bombardment of the 25-day-old conflict.

But Hezbollah warned that the Shiite movement's guerrillas would only stop fighting if Israel halted attacks and pulled out of south Lebanon.

Lebanese Energy Minister Mohammed Fneish, a Hezbollah member, said the movement was wary.

"We are in a defense situation. When the Israeli aggression ceases, very simply, we will stop (fighting) on condition that no Israeli soldier remains inside Lebanese land," he said.

For his part, Israeli Tourism Minister Isaac Herzog said the draft resolution was "very important" because it showed that the diplomatic process had kicked in.

However, he said Israel "needs to know all the details before responding, because the resolution can still be changed.

"Until the resolution enters into force, the army will continue to act," he added, saying time was running out and that Israel will need to complete its offensive in the coming days.

US President George W. Bush is "happy" with the draft but has "no delusions" about how hard it will be to end the fighting, his spokesman said.

The spokesman added that "there's going to be more than one resolution," but declined to detail what would be in that follow-up initiative.

He dismissed suggestions that Bush might telephone Israeli Prime Minister Ehud Olmert, saying "I don't know if he needs to" and adding "I haven't heard Olmert complaining."

Asked whether Bush believed that there was a long way yet to ending the fighting between Israel and Hezbollah, Snow replied: "I don't think he has any delusions about what lies ahead."

Washington's UN ambassador, John Bolton, said the United States was prepared to adopt a resolution on the conflict as swiftly as possible.

But he warned that settling differences between Washington and Paris was not the final step, because a formal resolution would depend on the reaction of the UN Security Council's 13 other members.

"We want to move as quickly as other members in the council want to move," Bolton told CNN television.

He refused to speculate when a resolution could be passed.

Earlier, French President Jacques Chirac's office said the two nations had agreed "on the draft resolution on the Middle East prepared by France to call for a complete cessation of hostilities and work towards permanent ceasefire and long-term solution."

The resolution was to be submitted by France to the Security Council later Saturday "in the interest of securing the widest agreement," it added, without disclosing details.

The draft resolution, of which AFP has obtained a copy, calls for a "full cessation of hostilities, based upon ... the immediate cessation by Hezbollah of all offensive military operations."

It calls for Israel and Lebanon to "support a permanent ceasefire and a long-term solution."

That would be based on "strict respect by all parties for the sovereignty and territorial integrity of Israel and Lebanon" and "delineation of the international borders of Lebanon, especially in those areas where the border is disputed or uncertain, including in the Shebaa Farms area."

The Security Council was scheduled to hold consultations at 1900 GMT.

The United States opposes what it terms a "fake peace" resolution that fails to tackle what it regards as the underlying problem of Hezbollah's presence on the border.

France, the former colonial power in Lebanon, commands the existing UN peacekeeping force deployed in the border area and is widely expected to lead a beefed up international force being advocated by Israel and its US ally.

But it has had qualms about the circumstances in which the force would be deployed and the terms of its mandate.

In the space of seven hours Saturday, Israel hit Lebanon with around 250 air raids and some 4,000 shells, killing two people and wounding at least 37, police said.

The single village of Aitaroun near the border endured a barrage of 2,000 rounds.

Israeli artillery was systematically levelling 15 villages within five kilometres (three miles) of the border after Israeli leaders vowed to create a security zone free of Hezbollah fighters in the area, the police added.

Israeli planes dropped pamphlets over parts of southern Lebanon warning that Hezbollah positions in the town of Sidon and elsewhere would be bombarded, the army said.

Lebanese Health Minister Mohammed Khalifeh expressed concern about the ongoing Israeli blockade of Lebanon, saying hospitals only had fuel for one more week because Israel continued to prevent shipments.

However, the Israeli military said it had given the green light to two fuel tankers to access Lebanon's shores, adding that the tankers had refused to approach for fear of being targeted by Hezbollah.

Hospitals have been working flat out to cope with an estimated 3,300 people wounded in the Israeli offensive, which has also killed almost 1,000 people, mostly civilians, according to Lebanese authorities.

Saturday's intensified air raids and shelling followed a night raid by Israeli commandos on the coastal city of Tyre that met fierce resistance from Hezbollah fighters. A Lebanese soldier was killed and eight Israelis soldiers wounded, two of them seriously.

One Israeli soldier was also killed and another wounded in fighting around the village of Taibeh close to the border.

An Israeli naval commander said four Hezbollah leaders were killed in the raid on Tyre. There was no immediate confirmation from the Shiite militant group.

The officer said the operation was in response to the firing of a missile on the Israeli town of Hadera 70 kilometers (45 miles) from the frontier on Friday evening -- the deepest strike into Israel of the present conflict.

Israeli planes also struck the southern suburbs of Beirut for a third night.

There was no immediate word on casualties in the Hezbollah stronghold, which has been repeatedly pounded since Israel launched its offensive after the group captured two soldiers in a deadly raid on July 12.

The renewed attacks failed to halt rocket fire on Israeli towns. A mother and her two adult daughters were killed and 10 people were lightly wounded when rockets hit northern Israel.

On Friday, three Israeli civilians were killed and eight wounded when Hezbollah fired 220 rockets at Israel.

Authorities in Tel Aviv began preparing bomb shelters on Friday after Hezbollah chief Hassan Nasrallah threatened to hit the commercial capital of Tel Aviv for the first time if Israel struck central Beirut.

The head of Israel's north command, General Udi Adam, said his troops had eliminated more than half of Hezbollah's longer-range weapons and now controlled a border strip up to 10 kilometres (six miles) wide.

Lebanon estimates the strikes have damaged infrastructure to the tune of 2.5 billion dollars.

Israel has lost 45 soldiers and 33 civilians, Hezbollah says it has lost 48 of its fighters and an allied Shiite group -- Amal -- says it has lost another seven.

(AFP) August 1, 2006

ISRAELI attacks on Lebanon have left 828 people killed and 3200 wounded over the last three weeks, the state High Relief Committee said.
"At the 21st day of the Israeli offensive on Lebanon, the health ministry has counted 828 dead, more than 3200 wounded," a HRC spokesman who did not wish to be identified said.

"These are identified bodies, and the toll does not count the people still believed to be under the rubble," he said.

QANA "A New Massacre" -

UN stormed amid fury over Qana bombing
Sunday 30 July 2006, 10:35 GMT

Thousands of protesters have stormed the UN building in Beirut in fury after more than 50 civilians were killed in an Israeli air strike on Qana in southern Lebanon.

Hundreds of demonstrators ran through corridors in the building smashing offices as they vented their anger of the deaths.

Smoke was seen rising from parts of the building as UN security troops struggled to contain crowds.

The anger erupted after an Israeli bombing raid killed at least 54 people, 37 of them children, as they slept in the early hours of Sunday morning.

Lebanese media reported that dozens of people remained trapped inside the three-storey building. Some of them had fled the Israeli bombardment of the Lebanese coastal town of Tyre.

Yasir Abu Hilala, Aljazeera's correspondent in Qana, said aid workers had pulled out only three people alive.

Efforts to get the wounded to hospital have been hampered as all roads around Qana have been destroyed by Israeli air strikes, he said.

The Israeli army has rejected responsibility for the deaths, saying that Hezbollah bore the blame because it used the village as a site for launching rockets.

However Hasan Fadlallah, a Hezbollah MP, told Aljazeera that Israel had committed "a new massacre".

"This massacre will enhance the Lebanese people's determination to endure Israeli aggression and will increase the [Hezbollah] resistance's determination to confront this enemy," he said.

"Israel is mistaken and deceived if it believes it can break the will of the Lebanese people in this way."

New offensive

The attack came as Hezbollah fighters battled Israeli forces making a new thrust into southern Lebanon, Lebanese security sources said on Sunday.

Fighting erupted when Israeli forces crossed the border from the Israeli village of Metula towards the town of Khiam after aircraft and artillery strikes.

The Israeli army said a new wave of Hezbollah rockets hit the Israeli towns of Nahariya, Kiryat Shemona and an area close to Maalot, although no injuries were reported.

An Israeli missile strike hit the main Lebanese border crossing into Syria on Sunday, forcing it to close for the first time since the conflict began more than two weeks ago.

Israeli fighter jets fired three missiles at the Masnaa crossing, which is about 300m beyond a Lebanese customs post. No casualties were reported in the strike.

The passage has been an escape route for tens of thousands of Lebanese fleeing the fighting into Syria after Israel bombed Beirut airport.

Buried bodies

The bodies of eight civilians were found near Tyre after Israeli missile strikes on Saturday, Salam Daher, the Lebanese civil defence chief, said.

Rescue workers say dozens more civilians, including a large number of children, are still buried in the rubble of houses destroyed in attacks around the city.

The Lebanese health minister has said the recovery of bodies in the south could raise the toll from the fighting.

Up to 600 Lebanese people, mainly civilians, are thought to have died in the offensive. Fifty-one Israelis have also been killed since Israel launched its offensive in mid-July after the kidnapping of two of its soldiers and rocket attacks by Hezbollah fighters.

Syrian Poet Adonis: The Arabs Are Extinct, Like the Sumerians, Greeks, and Pharoahs. If the Arabs Are So Inept They Cannot Be Democratic, External Intervention Will Not Make Them Democratic

Following are excerpts from an interview by Syrian poet Adonis [Ali Ahmad Said Asbar], aired on Dubai TV on March 11, 2006.

Adonis: Words are treated today as a crime. Throughout history, there has never been anything similar to what's happening today in our Arab society - when you say a word, it is like committing a crime.

Interviewer: True.

Adonis: Words and opinions are treated as a crime. This is inconceivable.

Interviewer: True. You can be arrested for writing an article.

Adonis: That's one example.

[...]

In the Koran itself, it says that Allah listened to his first enemy, Satan, and Satan refused to obey him. I believe that Allah was capable of wiping out Satan, yet He listened to Satan's refusal to obey Him.

At the very least, we demand that Muslims today listen to people with different opinions.

[...]

Interviewer: How do you view the plan for democracy, the "Greater Middle East" plan?

Adonis: First of all, I oppose any external intervention in Arab affairs. If the Arabs are so inept that they cannot be democratic by themselves, they can never be democratic through the intervention of others.

If we want to be democratic, we must be so by ourselves. But the preconditions for democracy do not exist in Arab society, and cannot exist unless religion is reexamined in a new and accurate way, and unless religion becomes a personal and spiritual experience, which must be respected.

On the other hand, all issues pertaining to civil and human affairs must be left up to the law and to the people themselves.

Interviewer: Mr. Adonis, how do you view the democracy in Palestine, which brought Hamas to power?

Adonis: I support it, but I oppose the establishment of any state on the basis of religion, even if it's done by Hamas.

Interviewer: Even if it liberates Palestine?

Adonis: Yes, because in such a case, it would be my duty to fight this religious state.

Interviewer: What are the reasons for growing glorification of dictatorships - sometimes in the name of pan-Arabism, and other times in the name of rejecting foreigners? The glorification comes even from the elites, as can be seen, for example, in the Saddam Hussein trial, and in all the people who support him.

Adonis: This phenomenon is very dangerous, and I believe it has to do with the concept of "oneness," which is reflected - in practical or political terms - in the concept of the hero, the savior, or the leader. This concept offers an inner sense of security to people who are afraid of freedom. Some human beings are afraid of freedom.

Interviewer: Because it is synonymous with anarchy?

Adonis: No, because being free is a great burden. It is by no means easy.

Interviewer: You've got to have a boss...

Adonis: When you are free, you have to face reality, the world in its entirety. You have to deal with the world's problems, with everything...

Interviewer: With all the issues...

Adonis: On the other hand, if we are slaves, we can be content and not have to deal with anything. Just as Allah solves all our problems, the dictator will solve all our problems.

[...]

I don't understand what is happening in Arab society today. I don't know how to interpret this situation, except by making the following hypothesis: When I look at the Arab world, with all its resources, the capacities of Arabs individuals, especially abroad - you will find among them great philosophers, scientists, engineers, and doctors. In other words, the Arab individual is no less smart, no less a genius, than anyone else in the world. He can excel - but only outside his society. I have nothing against the individuals - only against the institutions and the regimes.

If I look at the Arabs, with all their resources and great capacities, and I compare what they have achieved over the past century with what others have achieved in that period, I would have to say that we Arabs are in a phase of extinction, in the sense that we have no creative presence in the world.

Interviewer: Are we on the brink of extinction, or we are already extinct?

Adonis: We have become extinct. We have the quantity. We have the masses of people, but a people becomes extinct when it no longer has a creative capacity, and the capacity to change its world.

[...]

The great Sumerians became extinct, the great Greeks became extinct, and the Pharaohs became extinct. The clearest sign of this extinction is when we intellectuals continue to think in the context of this extinction.

Interviewer: That is very dangerous.

Adonis: That is our real intellectual crisis. We are facing a new world with ideas that no longer exist, and in a context that is obsolete. We must sever ourselves completely from that context, on all levels, and think of a new Arab identity, a new culture, and a new Arab society.

[...]

Imagine that Arab societies had no Western influence. What would be left? The Muslims must...

Interviewer: What would be left?

Adonis: Nothing. Nothing would be left except for the mosque, the church, and the commerce, of course.

[...]

The Muslims today - forgive me for saying this - with their accepted interpretation [of the religious text] are the first to destroy Islam, whereas those who criticize the Muslims - the non-believers, the infidels, as they call them - are the ones who perceive in Islam the vitality that could adapt it to life. These infidels serve Islam better than the believers.

Synopsis
Shot on location in both Palestine and Israel, PARADISE NOW is an enthralling drama about the possible motivations and actions of two suicide bombers. Director Hany Abu-Assad meticulously researched the subject before co-authoring the script with colleague Bero Beyer, and fought off a few armed Palestinians in Nablus, which is where the bulk of the film's shooting took place. The story follows two young Palestinian men, Said (Kais Nashef) and Khaled (Ali Suliman), whose lives in the West Bank city have ground to a halt. But when a shadowy figure named Jamal (Amer Hlehel) offers them a shot at martyrdom by carrying out a suicide attack in Tel Aviv, the two men's lives are suddenly invigorated. The film follows their final days, as they grapple with their consciences, visit family and friends--and in Said's case, a young woman he has been flirting with--and prepare for the attack. But they find both practical and emotional issues stand in their way, leading to an anguished and entirely moving finale to Abu-Assad's film.

The difficult production of PARADISE NOW saw crew members abandoning the set amid fears for their lives, location manager Hassan Titi getting kidnapped, a land mine exploding 300 meters away from the set, and Prime Minister Yasser Arafat stepping in to aid the film. Although the subject matter is bleak, Abu-Assad pulls off a masterstroke by lacing the script with black humor, even having the two men nervously joke around as they film their farewell speeches to their families. But ultimately the movie offers a compelling portrait of two men driven to extremes by their beliefs, and examines all the anxieties inherent in such a decision as the one taken with alarming regularity by Palestinian men such as Said and Khaled.
